Umuahia, Abia State — Governor Dr. Alex Otti has presented 28 brand-new Geely Emgrand cars to Permanent Secretaries of the Abia State Civil Service, reinforcing his administration’s commitment to modernizing the civil service and enhancing service delivery.
The presentation ceremony took place on Tuesday, October 21, 2025, at the newly commissioned Michael Okpara Auditorium, where Governor Otti emphasized that providing mobility to Permanent Secretaries was part of the state government’s resolve to restore dignity and equip the civil service with the necessary tools for efficiency.
“Gone are the days of coming to work with keke. Your documents are ready, including amortization details, and all that has been discussed with the HOS. You don’t pay anything. Here are your cars,” the governor stated.
Governor Otti highlighted that the appointments of the Permanent Secretaries were made based on merit, transparency, and competence, asserting that no selections were influenced by personal connections.
“All of you attained this position on your own merit. Even those I knew before the process did not make it because the process was transparently conducted,” he added.
He commended the Permanent Secretaries for their dedication and cooperation, describing them as instrumental to the success of his administration’s policies and programmes, and expressed confidence that the provision of vehicles would enhance motivation, efficiency, and overall service delivery.
Governor Otti further outlined the next phase of civil service transformation, driven by technology and digitization, aimed at improving efficiency, accountability, and service quality across the state.
“As we embark on this next phase of civil service transformation, I am relying on all of you to drive that transformation, particularly in digitalization. You will be seeing a lot of new initiatives, and I have signed off on the procurement of internet-ready devices for everyone,” he said.
In a vote of thanks, TPL Ukpabi Ukeje, Permanent Secretary, Ministry of Lands, expressed gratitude on behalf of all Permanent Secretaries, praying for divine guidance and protection for Governor Otti as he continues to lead Abia State to greater heights.
Meanwhile, Sir Chris Onwuegbu, Permanent Secretary, Ministry of Information, described the gesture as a morale booster, stating that it would inspire the civil service to deliver even better results.
The event was attended by the Secretary to the State Government, the Head of Service, Chief of Staff to the Governor, Commissioners, and other top state officials.
