The Katsina State Executive Council, chaired by Governor Malam Dikko Umaru Radda, PhD, CON, has approved a wide range of projects and interventions aimed at strengthening essential public services and boosting socio-economic development across the state. The decisions were reached during the Council’s 17th Regular Meeting held on Wednesday, 26th November 2025.
In a comprehensive review of submissions from Ministries, Departments, and Agencies, the Council endorsed several key initiatives aligned with the administration’s strategic priorities.
Among the major approvals is the procurement of water treatment chemicals for the final quarter of 2025, a move expected to sustain clean and safe water supply for communities across the state.
The health sector received significant attention as the Council approved the renovation and rehabilitation of the General Hospital, Kankara, as well as the procurement of modern equipment for 68 refurbished Primary Healthcare Centres across all 34 local government areas. Additionally, 15 fully equipped Intensive Care ambulances were approved under the State Emergency Medical Services & Ambulance System (SEMSAS) to enhance emergency medical response statewide.
In the area of youth empowerment and economic development, the Council gave approval for the disbursement of N500 million to KASEDA to deepen the Cooperative Entrepreneurship Development Scheme—targeting women, young people, and community-based groups. It also endorsed the implementation of the CBSP Program, which aims to empower 700 youths as certified seed producers to improve access to high-quality and climate-resilient seeds for major food and cash crops.
To strengthen grassroots service delivery, the Council approved the purchase of 1,100 BAJAJ motorcycles for the Community Development Programme to enhance staff mobility and supervision of community-based projects.
The education sector also saw major upgrades, including approval for remodeling and upgrading the Students’ Hostel Block at the old Psychiatric Hospital for use by the School of Nursing. The Model Secondary School, Radda, will receive digital infrastructure, including a Smart Education Solution and fibre-backed internet connectivity.
To support vulnerable groups amid prevailing economic hardship, the Council approved the purchase of 120,000 bags of food items—rice, maize, sorghum, and millet—for distribution to the less privileged across the state.
In addition, the Council approved a phased rehabilitation of 100 of the most dilapidated primary schools across the state. Thirty schools are scheduled for completion before December 2025, while the remaining 70 will be executed in four batches during the 2026 fiscal year.
In the energy sector, the Council approved an investment of N5.33 billion to acquire an additional 2% equity stake in the Kano Electricity Distribution Company (KEDCO), raising Katsina’s ownership to 17%—the highest among the three participating states. The investment includes the provision of transformers across all 34 LGAs to improve power distribution and reliability.
Overall, the approvals reflect the Radda administration’s continued commitment to strengthening critical sectors—healthcare, education, agriculture, water supply, youth empowerment, and electricity—while prioritising the wellbeing of citizens across Katsina State.
