The Bayelsa State Government has issued a stern warning to communities across the state following reports that some localities have entered into Memoranda of Understanding (MoUs) with companies to conduct unauthorized business activities, including mining operations. In an official statement signed by the State Commissioner, Hon. Mrs. Ebiuwou Koku Obiyai, the government clarified that no community possesses the authority to independently negotiate or formalize agreements of this nature without the explicit involvement of relevant government agencies.

The statement emphasized that any MoU or agreement executed in violation of this directive is automatically null and void. Communities that proceed to engage with companies without government oversight risk serious consequences, including the suspension of traditional rulers, Community Development Committee (CDC) chairpersons, and other leadership structures within the offending localities.

Hon. Obiyai highlighted that the policy is aimed at safeguarding the state’s resources, ensuring compliance with statutory regulations, and preventing illegal exploitation of Bayelsa’s natural wealth. By centralizing approval of such agreements, the government seeks to protect communities from potential legal, financial, and environmental liabilities while ensuring that all business activities are conducted in a lawful and sustainable manner.

The Bayelsa State Government’s announcement serves as both a cautionary and corrective measure, reinforcing the authority of state institutions in regulating economic activities within local communities. It underscores the administration’s commitment to protecting public interests, upholding the rule of law, and maintaining accountability in the management of the state’s resources. Communities and local leaders have been urged to immediately report any existing agreements to the relevant authorities and to refrain from entering into further arrangements with external companies without prior governmental approval.

The directive is effective immediately, signaling the state’s resolve to curtail illegal practices and ensure that all commercial engagements within Bayelsa are conducted under strict adherence to legal and regulatory frameworks.
