RIVERS STATE MOVES TO CLEAR VULNERABLE INDIVIDUALS FROM PUBLIC AREAS IN PORT HARCOURT, PROMISES SUPPORT SERVICES

Port Harcourt, Nigeria — The Rivers State government has launched an initiative to remove individuals experiencing mental health challenges, street beggars, and other vulnerable persons from major public areas across Port Harcourt. The exercise, led by the Ministry of Social Welfare and Rehabilitation, aims to restore order, improve sanitation, and enhance security in heavily trafficked city spaces.

Officials say the effort is part of a broader plan to create tidier and safer urban environments, ensuring that public thoroughfares, commercial districts, and government precincts are accessible and secure for residents and visitors alike. While the programme involves the relocation of certain individuals, the ministry has assured that it will provide appropriate support, rehabilitation, and recovery services to those affected, emphasizing a focus on their welfare and long-term reintegration into society.

Personnel from the ministry conducted the operations in collaboration with the Nigeria Security and Civil Defence Corps (NSCDC) and the Nigerian Red Cross Society, bringing together expertise in security, social care, and emergency response. Authorities reported that early phases of the initiative have already resulted in noticeable improvements in the cleanliness and navigability of key streets and public spaces, with local businesses and commuters welcoming the changes.

The Ministry of Social Welfare and Rehabilitation emphasized that the initiative is not punitive, but rather a structured intervention to protect vulnerable populations while maintaining public order. Social workers on the ground are documenting cases, providing immediate assistance, and facilitating access to medical care, shelter, and vocational programmes for affected individuals.

Residents of Port Harcourt have expressed mixed reactions. While some appreciate the improvements in traffic flow, sanitation, and security, others have urged the government to ensure that displaced individuals are treated humanely and provided with sustainable care solutions. Civil society advocates have called for the initiative to include robust mental health support, access to counselling, and long-term rehabilitation plans to prevent recurring street displacement.

The Rivers State government reiterated its commitment to balancing public safety and order with the protection and welfare of vulnerable groups, stating that ongoing monitoring and follow-up interventions will accompany the programme to ensure its effectiveness and compassion.
