Authorities Seal 11 Petrol Stations in Rivers State for Under-Dispensing and Meter Fraud

Regulatory authorities in Nigeria’s Rivers State have sealed 11 petrol filling stations across Port Harcourt and Obio-Akpor Local Government Areas following enforcement actions targeting fraudulent practices, including under-dispensing of petrol, inaccurate pumps and other regulatory violations.

The Nigeria Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) confirmed that the exercise was conducted as part of its “Operation One Litre for One Litre” surveillance initiative, designed to ensure that consumers receive the full volume of Premium Motor Spirit (PMS) they pay for at retail outlets. Stations found to be operating outside approved measurement standards were shut down pending corrective action. 

Victor Owodiasa, the South-South Regional Coordinator of NMDPRA, said the authority is intensifying its monitoring activities to protect consumers and uphold compliance with industry regulations. He stressed that under-dispensing and faulty dispensing pumps undermine consumer confidence and distort market fairness in the downstream petroleum sector. 

The stations will remain closed until the accuracy and integrity of their fuel pumps are verified, and operators may face further sanctions if infractions persist. While the immediate focus of the sealing is to compel compliance, NMDPRA has made clear that repeated or deliberate offenders may face license revocation or stricter regulatory penalties

In the course of the operation, three gas dispensing outlets were also sealed for under-dispensing to customers, indicating that the enforcement spans both petrol and gas dispensing practices. 

Industry analysts note that such enforcement actions reflect broader efforts to uphold transparency and value for consumers, especially following public complaints about meter fraud and unfair practices at some retail outlets. By tightening compliance measures and conducting routine surveillance, regulators are seeking to discourage sharp practices that disadvantage motorists and other fuel buyers.
