A suspect posing as a NYSC member has been arrested by the NSCDC for attempting to deceive parents and students.

The Nigeria Security and Civil Defence Corps (NSCDC) has arrested a 27‑year‑old man in Abuja for impersonating a National Youth Service Corps (NYSC) member to defraud parents and students. The suspect was publicly paraded by the NSCDC’s Federal Capital Territory Command to clarify the case and address misinformation surrounding his arrest and detention.

The man, identified as Joseph Nanmwa Philips from Plateau State, was apprehended on February 6, 2026, by officers from the NSCDC’s Kwali Division following complaints of impersonation, forgery, and cyber‑related offences. Investigators found that Philips had posed as a legitimate NYSC member by producing a forged call‑up letter and wearing an NYSC uniform to secure a placement at the International Model Science Academy in Kwali, affiliated with the National Mathematical Centre. Investigations revealed that Philips ran a fraudulent scheme claiming to assist families with registering their children for a Cambridge University scholarship programme. He cloned official email addresses and sent fabricated confirmation messages to convince parents that the scholarships were legitimate. He reportedly collected about ₦1.3 million from several parents under this pretext and also solicited fees for extra lessons and study materials supposedly required for the scholarship examinations.

Items recovered from Philips included the forged NYSC call‑up letter, NYSC uniform, documents related to financial transactions with parents, and a bag containing suspected hard drugs. These items strengthened the case that he engaged in deliberate deception to mislead parents, students, and educational institutions.

Philips was transferred to the NSCDC FCT Command headquarters for questioning. He was granted bail on February 9, 2026, but was unable to meet the conditions due to the absence of a credible surety, prompting the NSCDC to obtain a remand order from a Magistrate Court in Wuse Zone 2, Abuja. This allowed him to remain in custody legally while investigations continued.

The NSCDC addressed circulating online claims that it had unlawfully detained the suspect or demanded bribes, describing such reports as false and malicious. Officials clarified that the money referenced in these claims was fraudulently obtained by the suspect from victims, not funds demanded by the Corps.

The NYSC confirmed that Philips was not a valid corps member and that the documents he used were forged, establishing the fraudulent nature of his claims. The International Model Science Academy also distanced itself from his activities, warning the public that it was not involved in any recruitment or scholarship programmes promoted by the suspect.

Philips admitted to forging the call‑up letter but contested some allegations, claiming that funds collected from parents were intended for legitimate purposes such as examination registration and educational support, and that extra classes were organised due to internal disputes at the school. Authorities continue to review these claims as they prepare formal charges.

The suspect is expected to face prosecution on multiple counts, including impersonation, forgery, obtaining by false pretence, and cyber‑related offences. This case highlights growing concerns over fraudulent recruitment and scholarship schemes in Nigeria, which often exploit reputable institutions to deceive unsuspecting families.

Authorities urged the public to verify official credentials and documentation with legitimate institutional channels before making payments or entering agreements based on third‑party representations. Such scams pose both financial risks and a threat to public confidence in legitimate systems for national service, education, and career development.
