The Yobe State Government has announced an immediate ban on all activities by non-governmental organisations in primary and secondary schools across the state, citing intelligence reports indicating that "undesirable elements" were planning to infiltrate schools under the guise of NGO programmes.
The directive was contained in an official circular dated July 2, 2026, issued by the Ministry of Basic and Secondary Education and addressed to all head teachers and principals across the state. The circular, signed by the Director of Schools Management, Idriss Mohammed Fune, on behalf of the Commissioner for Basic and Secondary Education, ordered the immediate suspension of all NGO-related activities in public primary and secondary schools until further notice.
According to the ministry, the decision followed intelligence reports indicating that suspicious individuals were planning to gain access to schools under the guise of NGO activities. The directive urged school heads to comply strictly with the order and ensure that no NGO is permitted to operate within school premises.
The ministry also directed school administrators to remain vigilant and promptly report any suspicious activities to the nearest security agency for immediate action.
The suspension comes amid heightened security concerns in the North-East region, where schools have increasingly become targets of attacks and abductions by insurgent groups. Yobe, which borders Borno State, has been affected by the Boko Haram insurgency, with schools frequently targeted by armed groups. The state government had previously closed all boarding secondary schools in November 2025 as a proactive safety measure following a security meeting between Governor Mai Mala Buni and security chiefs.
The ministry did not indicate how long the suspension would remain in force or whether any exemptions would be granted for humanitarian or educational programmes run by NGOs.
