NYC Schools Ban Generative AI Through 8th Grade

New York City, home to the nation's largest public school system, has delivered a stunning rebuke to the tech industry's vision of AI-driven education, imposing a sweeping one-year moratorium on student-facing generative artificial intelligence for all children from 2-K through eighth grade. The policy, announced on Wednesday by Mayor Zohran Mamdani and Schools Chancellor Kamar Samuels, affects nearly 600,000 students, or roughly two-thirds of the district's total enrollment, and represents the most expansive student-facing AI ban in the United States.

Mayor Mamdani did not mince words in explaining the administration's rationale. "The tech industry wants us to believe that A.I.-powered early education is not only inevitable, but necessary. We do not see it that way," he declared at a news conference. The mayor stressed that children need human connection, peer interaction, and the ability to wrestle with difficult problems independently. "Kids need to learn to think for themselves, they need to work alongside their peers, they need to learn how to ask better questions, and they need to learn what it feels like to not know the answer," Mamdani said.

The new policy eliminates all software that uses student-facing generative AI for children in 2-K through eighth grade, including instructional programs and AI tutors. Companion chatbots will be banned across all grade levels. The district will "discontinue or disable the AI components of more than 38 previously allowed programs that do not meet our new safety and oversight standards," Mamdani revealed. Teachers, however, will still be permitted to use approved AI tools for instructional planning and operational tasks.

Accompanying the AI moratorium is a new screen time policy for younger students. The city will prohibit one-to-one screen time for children in 2-K through second grade. Recommended daily screen time limits will be set at 30 minutes for students in third through fifth grade and 45 minutes for sixth through eighth grade. "Younger students need hands-on learning, social interaction, play and teacher-guided instruction. Routine individual screen use can crowd out those experiences," official NYC Public Schools slides stated.

High school students will not be left entirely to their own devices. The city will pilot five "rigorously-vetted" educational AI programs, limited to a maximum of 45 minutes each week under direct teacher supervision. Approximately 50,000 high school students, or about 5% of the system, could participate. All high schools will also offer twice-yearly AI literacy and critical thinking classes. "Whether we like it or not, our teenagers are growing up in an AI-saturated world. We cannot pretend that that world does not exist," Mamdani said, emphasizing that high school students must be prepared for a fast-evolving technological future.

The policy includes several exceptions. Students with disabilities and multilingual learners may use assistive technology that relies on AI. Exemptions also cover short assessments, remote learning days, and approved instructional tools such as e-books, robotics, and coding simulations. Throughout the 2026-27 school year, a new Technology in Schools Coalition—comprising students, educators, parents, elected officials, advocates, union partners, and experts—will assess the moratorium's impact and issue recommendations for future school years.

The announcement comes after months of intense pressure from parents, educators, and advocacy groups. The AI Moratorium for NYC Schools Coalition had been urging the administration to issue a two-year ban. The final policy, arriving just a week before the new school year begins, represents a more aggressive stance than the draft guidance released in March, which critics argued inadequately addressed risks to student privacy and cognitive development. Chancellor Samuels framed the decision as a protective measure. "We're standing firmly in our belief that innovation does not mean more technology, and over the next year, we will lead with evidence to make sure technology serves learning—not the other way around," he said. "In no way, shape or form will AI replace student-teacher interaction," Mamdani added. "It is the foundation of our students' educational experience. That will not change".
