The Federal Government has approved the nationwide deployment of a contactless biometric passenger verification system known as VPASS across Nigeria’s domestic airports, in a major reform aimed at strengthening aviation security, improving passenger identification, and enhancing revenue generation within the sector.
The initiative was announced by the Minister of Aviation and Aerospace Development, Festus Keyamo, through a statement issued by the ministry’s Director of Press and Public Affairs, Chindaya Adamu, on Thursday. The system is expected to address longstanding challenges in passenger verification, data inconsistencies, and unauthorized boarding practices within domestic flight operations.
According to the minister, the VPASS system is designed to ensure that all passengers travelling on domestic flights are properly identified through biometric technology, thereby eliminating gaps in existing identification processes that have allowed individuals to bypass standard security checks at airports.
He explained that the reform would help unify passenger data across airlines and aviation authorities, reducing discrepancies that have often complicated identity verification and security monitoring in the aviation sector.
Keyamo further stated that while strict identity checks are already in place for international travel, the new system would extend similar security standards to domestic routes, marking a significant shift in Nigeria’s aviation security framework.
He added that the system would not only be deployed at public commercial airports but would also be extended to private aviation operations, thereby strengthening oversight across all segments of air transport in the country.
Describing the initiative as a comprehensive reform, the minister said it represents a broader effort to promote transparency, accountability, and safety in Nigeria’s aviation industry while aligning local practices with global standards in passenger management and airport security.
He noted that implementation would commence with infrastructure deployment by the designated concessionaire, followed by a nationwide sensitisation campaign aimed at ensuring public awareness, smooth adoption, and compliance by air travellers and aviation operators.
The ministry also acknowledged the contributions of key institutional stakeholders including the Infrastructure Concession Regulatory Commission and the Federal Airports Authority of Nigeria, which have been involved in facilitating the public-private partnership structure supporting the project.
Permanent Secretary of the Ministry of Aviation and Aerospace Development, Mahmud Kambari, reaffirmed the government’s commitment to modernising the aviation sector through technology-driven solutions, stating that reforms such as VPASS are intended to improve operational efficiency, enhance security systems, and deliver a better passenger experience across Nigeria’s airports.
Officials at the Federal Airports Authority of Nigeria also described the biometric system as a strategic step towards eliminating reliance on physical identification documents at airport terminals. According to FAAN’s Director of Commercial and Business Development, Adebola Agunbiade, the adoption of facial recognition technology would significantly streamline passenger processing and reduce delays at airport entry and boarding points.
She stated that the deployment of secure biometric systems would bring Nigeria’s aviation processes closer to global best practices, where automated identity verification is increasingly replacing manual checks in high-traffic transport hubs.
The Infrastructure Concession Regulatory Commission also expressed support for the project, with its Director General, Johnson Ewalefoh, highlighting the importance of public-private partnerships in strengthening national infrastructure and improving service delivery across critical sectors such as aviation.
He emphasized that sustained collaboration between government agencies and private sector partners would be essential for ensuring the success of concession-based infrastructure projects, particularly those involving advanced technology systems and nationwide deployment.
The technology provider, VERXID Technologies Limited, assured stakeholders that it would deliver a secure and integrated identity management system capable of handling passenger verification, monitoring airport movement, and supporting revenue assurance through accurate data collection and analytics.
The company stated that the system is designed to enhance security monitoring within airport facilities while also providing authorities with reliable data to improve planning, operations, and financial accountability in the aviation sector.
The rollout of VPASS comes against the backdrop of recent operational challenges at Nigerian airports, including disruptions linked to the introduction of cashless payment systems at access gates. Those disruptions led to congestion at major airports such as the Nnamdi Azikiwe International Airport in Abuja and the Murtala Muhammed Airport in Lagos, where passengers and motorists experienced delays due to access restrictions.
The resulting gridlock caused widespread public complaints, with some travellers reportedly missing flights due to congestion at entry points. The situation prompted intervention from the presidency, which ordered a suspension of the cashless access gate system pending review.
In response, the aviation ministry introduced a temporary hybrid payment arrangement while working toward more efficient and fully automated systems aimed at reducing bottlenecks and improving airport operations.
The introduction of VPASS is therefore seen as part of a broader digital transformation agenda within Nigeria’s aviation sector, focusing on automation, security enhancement, and revenue optimization through improved data management systems.
Authorities say the system will be rolled out in phases across domestic airports, with full implementation expected after infrastructure deployment and public sensitization efforts are completed nationwide.
As preparations continue, aviation stakeholders are expected to monitor the rollout closely, particularly in relation to its impact on passenger flow, airport efficiency, and compliance with international aviation security standards.
The Federal Government maintains that the initiative represents a significant step toward modernizing Nigeria’s aviation industry and strengthening its capacity to deliver safer, more efficient, and technology-driven air transport services.
