Maiduguri, Borno State — The National Emergency Management Agency (NEMA), in partnership with the World Bank Group and the Borno State Emergency Management Agency (SEMA), has convened a high-level stakeholders’ workshop on Emergency Preparedness and Response (EP&R) in Maiduguri. The initiative aims to enhance disaster management capacity across Borno State’s 27 local government areas.
Speaking on behalf of the Director General of NEMA, Dr. Onimode Abdullahi Bandele, Director of Planning, Research, and Forecasting, explained that the workshop is designed to strengthen institutional frameworks for disaster preparedness, build a comprehensive database of trained volunteers, and institutionalize Local Emergency Management Committees (LEMCs). He noted the forum would improve coordination, data management, and early warning capabilities at both state and local levels.
The NEMA Director General reiterated the agency’s commitment to fostering stronger partnerships with development institutions and state governments, aiming to cultivate a culture of proactive emergency preparedness nationwide.
A representative of the World Bank highlighted the importance of building a resilient Borno State, emphasizing the region’s vulnerability to natural and human-induced disasters, including floods, droughts, and public health emergencies. The World Bank’s support under the EP&R project focuses on enhancing early warning systems, improving emergency coordination, and introducing innovative disaster risk financing mechanisms.
The initiative aligns with Nigeria’s National Disaster Risk Reduction Strategy and global disaster management frameworks, officials said.
As part of the program, the NEMA team paid a courtesy visit to the Borno State Government, represented by Secretary to the State Government (SSG), Alhaji Bukar Tijjani. Dr. Onimode expressed appreciation for the state’s support and hospitality, while the SSG commended NEMA and its partners for their ongoing interventions and pledged continued collaboration to strengthen disaster preparedness and response.
The workshop concluded with a reaffirmed commitment from NEMA, the World Bank, and the Borno State Government to institutionalize local emergency preparedness mechanisms, ensuring timely, coordinated, and effective disaster response across the state.
