NBTE Warns Against Illegal Issuance of ND and HND Certificates

The National Board for Technical Education (NBTE) has issued a strong warning to professional and examination bodies across Nigeria, cautioning them against the illegal issuance of National Diploma (ND) and Higher National Diploma (HND) certificates.

The directive, made public on Thursday in Kaduna by the NBTE Executive Secretary, Prof. Idris Bugaje, through the board’s Head of Media, Mrs. Fatima Abubakar, expressed concern over the activities of some organisations claiming to design, conduct, and award ND and HND certificates in various disciplines — a move the board described as unlawful and a violation of the NBTE Establishing Act.

According to the NBTE, it remains the sole authority empowered under Federal Government Decree No. 9 of 1977 (amended by Act 16 of 1985) to approve, accredit, and regulate all programmes leading to the award of ND and HND certificates in Nigeria.

The board emphasized that only accredited Technical and Vocational Education and Training (TVET) institutions — including polytechnics, colleges of nursing, agriculture, and health — are legally authorized to offer ND and HND programmes.

Prof. Bugaje warned that the board will take strict regulatory and legal actions against any organisation found violating these regulations, stressing that such illegal practices undermine the integrity of Nigeria’s technical education system.

He also urged stakeholders and the general public to verify the accreditation status of institutions before enrolling, to ensure full compliance with national standards governing technical and vocational education.

In a related statement, the NBTE reaffirmed its ongoing crackdown on unapproved and fake polytechnics, reiterating the Federal Government’s commitment to maintaining the quality and credibility of technical education across the country.
