The Zambian government has expressed strong interest in adopting Nigeria’s National Values Charter — a flagship initiative of the National Orientation Agency (NOA) designed to drive national reawakening, civic responsibility, and ethical leadership.
This development followed a bilateral meeting in Abuja between the NOA Director General, Mallam Lanre Issa-Onilu, and a delegation from the Zambian High Commission led by Deputy High Commissioner Jenipher Mutembo.
During the session, Issa-Onilu outlined NOA’s structure and operational reach across Nigeria’s 774 local government areas and additional regional offices — totaling 818 nationwide. He explained how the agency bridges communication between government and citizens, promoting patriotism, accountability, and moral values.
In her remarks, Deputy High Commissioner Mutembo lauded NOA’s expansive grassroots network, describing it as “a powerful model for Africa” and expressing Zambia’s desire to replicate its structure. She also raised concerns about negative portrayals of African traditions in Nollywood films, advocating for content that reflects cultural pride and shared continental values.
Mutembo proposed a technical partnership between Zambia and Nigeria in civic education, media exchange, and cultural diplomacy — areas she said were essential to nurturing a generation of ethically driven African youth.
Both delegations reaffirmed their commitment to strengthening bilateral cooperation, with Zambia acknowledging Nigeria’s leadership in using behavioural change communication to foster unity and nation-building.
