The Independent National Electoral Commission has declared Hon. Napoleon Ukalikpe of the All Progressives Congress as the winner of the Ahoada East Constituency II by-election in Rivers State.
Ukalikpe was announced winner after polling 3,980 votes in the by-election conducted across the constituency. The poll was notable for the absence of two major opposition parties, the Peoples Democratic Party and the African Democratic Congress, both of which did not submit candidates to the electoral body ahead of the exercise.
According to the official results released at the collation centre, the African Action Alliance secured 33 votes, the Action Peoples Party recorded 38 votes, the Boot Party polled 11 votes, the New Nigeria Peoples Party obtained 7 votes, the Young Progressives Party garnered 7 votes, and the Zenith Labour Party received 6 votes.
Electoral officials stated that the exercise was conducted in compliance with statutory regulations governing legislative by-elections. Voting reportedly proceeded without significant disruption, and security personnel were deployed to maintain order at polling and collation centres.
Observers described turnout as relatively low, a development analysts partly attribute to the non-participation of the PDP and ADC. Political commentators note that the absence of major opposition contenders likely influenced the margin of victory and overall competitiveness of the contest.
INEC reiterated that all participating parties were afforded equal opportunity under electoral guidelines and emphasized that candidate nomination processes are governed by clear timelines and statutory requirements. The commission advised that any party dissatisfied with the process retains the right to seek redress through appropriate legal channels.
The declaration of Ukalikpe as winner fills the legislative vacancy for Ahoada East Constituency II in the Rivers State House of Assembly. Attention is expected to shift to certification and swearing-in procedures in accordance with state legislative protocols.
