Edo Moves To Establish Special Courts For Kidnapping And Cultism Cases As Government Targets Faster Justice Delivery

The Edo State Government has taken steps toward strengthening its response to insecurity through plans to establish special courts dedicated to handling kidnapping and cultism-related cases, as part of efforts to improve the speed and effectiveness of criminal justice delivery in the state.

The move was highlighted on June 19, 2026, in Edo State, following a formal request by Governor Monday Okpebholo to the Chief Judge of Edo State for the creation of special courts to address kidnapping and cultism cases. The request was contained in a letter signed by the Secretary to the Edo State Government, Umar Musa Ikhilor, seeking the nomination of judges who would handle the specialised judicial process.

The proposed courts are expected to focus on security-related offences that have continued to affect communities across the state. The initiative forms part of the administration’s wider security programme aimed at improving public safety and strengthening institutions responsible for law enforcement and justice.

The decision followed the governor’s earlier appearance at the Edo State Police Command Headquarters in Benin City, where he inspected suspects arrested in connection with kidnapping and cultism-related activities. During the visit, Okpebholo announced plans to introduce special courts to ensure quicker handling of such cases.

The state government said the creation of specialised courts is intended to address delays often experienced in criminal trials. Authorities noted that prolonged court processes can affect victims, witnesses, security operations and public confidence in the justice system.

The administration explained that while existing laws provide legal frameworks for dealing with serious crimes, effective enforcement requires a judicial structure capable of handling cases within a reasonable timeframe.

Special courts, according to the government’s position, would allow cases involving kidnapping and cultism to receive focused attention from designated judges with the responsibility of managing proceedings efficiently.

The initiative is also linked to broader security concerns in Edo State, where authorities have continued operations against criminal activities. Security agencies have conducted arrests and rescue operations as part of efforts to reduce threats faced by residents.

The Edo State Police Command has reported security operations involving the arrest of suspects and the rescue of kidnapped victims during recent months. These operations have increased calls for a justice system that can quickly process criminal cases after arrests are made.

The government stated that security efforts cannot rely only on arrests and investigations, adding that successful prosecution remains an important part of fighting crime.

Kidnapping and cult-related activities have been identified by authorities as major security challenges requiring coordinated action between security agencies, the judiciary and communities.

The planned special courts are expected to support the implementation of existing anti-crime laws by providing a dedicated platform for cases involving organised criminal activities.

The Edo State Government has also previously introduced measures aimed at strengthening laws against cultism and other violent crimes. Officials said the proposed judicial arrangement would complement these legal measures by improving enforcement.

Legal experts have often noted that the effectiveness of criminal justice systems depends on both strong laws and timely application. The Edo initiative is aimed at reducing delays and ensuring that cases are concluded through proper legal procedures.

The government said the establishment of the courts would contribute to restoring confidence among residents and demonstrate commitment to addressing insecurity through institutional reforms.

Governor Okpebholo’s administration described security as a major priority of its governance agenda and said the proposed courts represent another step toward building a safer environment for residents and businesses in Edo State.

The move has placed emphasis on cooperation between the executive arm of government, the judiciary, security agencies and communities in tackling crimes and improving public safety.

Authorities said the objective remains to ensure that individuals accused of criminal offences are processed through the legal system while victims receive justice through a more efficient judicial process.

The planned special courts mark an effort by Edo State to strengthen the connection between security operations and judicial action, ensuring that investigations, arrests and prosecutions work together in addressing insecurity.
