Kaduna Begins ₦100,000 Grants for 97 Pardoned Ex-Inmates to Support Reintegration

The Kaduna State Government has begun disbursing ₦100,000 each to 97 former inmates recently granted clemency by Governor Uba Sani, as part of a reintegration programme aimed at helping them rebuild their lives and reducing the likelihood of reoffending.

The beneficiaries were among 97 inmates pardoned on June 12, 2026, during the Democracy Day celebration at the Kaduna Medium Security Custodial Centre. Governor Uba Sani granted the clemency under the constitutional Prerogative of Mercy, following recommendations by the Kaduna State Advisory Council on Prerogative of Mercy after a review of eligible cases. The exercise involved outright release, commutation of sentences and payment of fines for qualified inmates. 

According to the Kaduna State Government, the ₦100,000 cash support is intended to serve as immediate financial relief for the former inmates as they transition back into society. Officials said the funds could help beneficiaries secure temporary accommodation, meet urgent personal needs or start small-scale businesses to generate income.

Speaking during the clemency event, Governor Uba Sani described the initiative as part of his administration’s commitment to balancing justice with compassion, rehabilitation and social reintegration. He said punishment alone is not enough if society fails to create pathways for genuine reform and restoration. “While justice must be upheld, we must never lose sight of the transformative power of redemption and the profound impact of second chances,” the governor said. 

The governor noted that many inmates, particularly those convicted of lesser offences, often return to crime due to poverty, unemployment and social exclusion after release. He stressed that providing financial support and vocational opportunities would reduce the pressure that pushes many former inmates back into criminal activity.

Beyond the cash grants, the Kaduna State Government also offered admission opportunities into state-owned skills acquisition and vocational institutes located in Soba, Rigachikun, and Samaru-Kataf for beneficiaries interested in learning trades or upgrading existing skills. The government said the vocational programme is designed to promote self-reliance and long-term economic stability. 

Kaduna State Attorney-General Sir James Kanyip also described the clemency programme as a major correctional reform step, saying the Prerogative of Mercy remains an important constitutional tool for promoting rehabilitation while addressing prison congestion. He added that the selection process was conducted carefully to ensure only deserving inmates benefited.

Governor Sani also appealed to traditional rulers, religious leaders, community groups and residents across Kaduna to support the reintegration of the released inmates. He emphasized that successful rehabilitation requires public acceptance, encouragement and access to opportunities rather than stigma and rejection.

The initiative has drawn praise from justice reform advocates, who say post-release support remains one of the weakest parts of Nigeria’s criminal justice system. Analysts note that many ex-convicts struggle with housing, employment and discrimination, making reintegration difficult even after they have served their sentences.

The Kaduna programme is increasingly being viewed as a model for correctional reform, reflecting a broader shift from purely punitive justice toward rehabilitation, restoration and crime prevention through social support.
