NEMA, JICA Collaborate on Climate Adaptation and Flood Disaster Management Workshop

Abuja, Nigeria — November 5, 2025 — In line with the 2025 International Day for Disaster Risk Reduction theme, “Fund Resilience, Not Disaster,” the National Emergency Management Agency (NEMA), in partnership with the Japan International Cooperation Agency (JICA), has convened a high-level workshop focused on Climate Adaptation and Flood Disaster Management.

The workshop brought together key stakeholders from federal and state agencies, development partners, and community-based organizations to exchange knowledge and strengthen coordination for more effective disaster preparedness and response mechanisms.

Declaring the event open, the Director General of NEMA, Mrs. Zubaida Umar, represented by Dr. Evans Ugoh, Deputy Director in the Department of Disaster Risk Reduction, said the workshop was designed to deepen collaboration and gather insights from key actors on climate change impacts, national vulnerabilities, and existing adaptation measures.

She stated that the goal was to “jointly exchange ideas and elaborate on issues that will shape future training programs on flood disaster management,” emphasizing that proactive engagement remains critical in mitigating the adverse effects of extreme weather conditions.

In his remarks, Mr. Ishigame, Chief Representative of JICA Nigeria, underscored the urgency of climate adaptation, noting that the initiative came at a crucial time when Nigeria faces heightened flood risks. He highlighted the need for stronger vertical and horizontal coordination among agencies to build a more resilient and sustainable future.

“Collaboration among federal ministries, emergency agencies, development partners, and communities is key to overcoming climate-related challenges,” Ishigame said.

A key presentation by Mr. Isa Abdul Kasir, Chief Disaster Risk Reduction Officer at NEMA, outlined the agency’s 2025 Flood Disaster Management Strategy, detailing adaptation measures, stakeholder coordination, and efforts to improve early warning systems and community-level preparedness based on the 2025 Seasonal Climate Prediction and Annual Flood Outlook.

Other notable contributions included presentations by Dr. Abba G. Idris, who spoke on climate adaptation and disaster management, and Engr. Abdurrahman, Director General of the FCT Emergency Management Agency (FEMA), who shared experiences from recent flood recovery and reconstruction efforts in the Federal Capital Territory.

The workshop concluded with two technical sessions featuring in-depth discussions on community resilience, coordination frameworks, and innovative approaches to flood risk management in Nigeria.
